Established in 1944, the WBG is one of the world’s largest sources of funding and knowledge for development solutions. In fiscal year 2018, the WBG committed $67 billion in loans, grants, equity investments and guarantees to its members and private businesses, of which $24 billion was concessional finance to its poorest members. It is governed by 188-member countries and delivers services out of 120 offices with nearly 15,000 staff located globally.

The WBG consists of five specialized institutions: the International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the International Centre for the Settlement of Investment Disputes (ICSID). The World Bank is organized into six client-facing Regional Vice-Presidencies, several corporate functions and thirteen Global Practices to bring best-in-class knowledge and solutions to regional and country clients.


GSURR covers a wide Range: (i) developing green, inclusive and resilient cities; (ii) addressing the social inclusion of the poor, vulnerable and excluded groups through accountable institutions, and ensuring compliance with social safeguards; (iii) enhancing urban and rural development through supporting and managing the urban-rural transition, assisting local development through developing land tenure, management and information systems; and (iv) assisting in disaster risk management through issues of risk assessment, risk reduction (including flood management, urban drainage, coastal management, and retrofitting of infrastructure), disaster preparedness (including hydromet services, early warning systems, and civil defense), risk financing (including CAT-DDO), and resilient reconstruction (including post-disaster damage and loss assessment).


Urbanization in Sub-Saharan Africa is occurring at an unprecedented pace. The share of Africans living in urban areas is projected to grow from 38 percent in 2016 to almost 60 percent by 2040, translating to an additional 40,000 new urban citizens every day until 2040. The region’s urbanization rate, one of the highest in the world, can lead to economic growth, transformation and poverty. However, many cities in Africa still have not fully captured the benefits of urbanization and poorly managed urbanization has exacerbated existing infrastructure challenges, resulting in increased inequality, urban poverty, proliferation of informal settlements and vulnerability to hazards. Adverse natural events present a serious obstacle for achieving sustainable social and economic development, particularly in vulnerable regions as Sub-Saharan Africa. Disaster affect the poor most severely; unplanned human settlements, unsafe building practices, high population densities, economic growth, and accumulations of assets in risk prone areas has dramatically increased exposure to hazards and increased disaster loss. Climate changed has the potential to significantly worsen the situation.

To this end, the Africa Urban and Disaster Risk Management Unit (GSU13&19), brings together a wide range of important and interrelated development and financing instruments to support national and sub-national clients to: harness urbanization and enable effective land management in support of both growth and poverty reduction; foster social inclusion of marginalized groups; support the responsiveness and fiscal, financial, and management capacities of local governments – cities, municipalities, and rural districts – to deliver local infrastructure and decentralized services; strengthen resilience and disaster risk management related to natural disasters; reduce conflict and violence; scale-up access to finance for sub-national governments; and reduce the carbon footprint of cities.

To address these challenges and following the World Bank’s Action Plan on Climate Change Adaptation and Resilience, the Urban and Disaster Risk Management Unit (GSU19) partners with countries to create the conditions for improved hydro-meteorological, climate and early warning services. Hydromet and climate services bring together meteorological and hydrological agencies, disaster risk managers, and end-users across all sectors to deliver actionable, timely, and usable climate and weather information to support decision making.

The AFR Urban and DRM unit (GSU19) is seeking a highly qualified and motivated professional to help deliver the ongoing and pipeline program of the Africa region. In particular, he/she will support the management of analytical and advisory services, preparation and implementation support for lending investments, and policy dialogue in the areas of risk reduction and disaster preparedness, with emphasis on early warning systems.

Duties and Accountabilities

Carries out responsibilities for a variety of operational tasks including lending, technical assistance and policy advisory work, e.g. technical analyses, design of technical assistance interventions, participation in loan negotiations, etc. and take on the lead of specific activities as requested.
Supporting the TTL and technical teams in the overall management of the Urban RAS, including performing analysis on issues within the urban sector, working on technical aspects of the core RAS components (City Competitiveness, Urban Transport, Housing and Land, Infrastructure Finance, etc.)
Ensuring collaboration between Washington- and locally-based technical specialists, supporting and leading the analytical inputs and deliverables under the program, including preparation of major reports as needed.
Supporting the TTL and team members in providing informed technical or policy advice in the area of urban development.
Engaging directly and at a high level with national and subnational clients in all aspects of RAS management.
Cross Global Practice (Social development) work to introduce a stronger safety and security focus in urban infrastructure planning
Support for mainstreaming climate change and resilience focusses in city level planning
Support for implementation of township development frameworks through a piloting approach
Implementation support for new financing mechanisms for urban development, such as land value capture tools
Support for a growing Smart City focus and particularly cross Global Practice work with Transport to focus on urban mass transit and technology intersection
Supporting the administrative management of the RAS, in conjunction with the TTL, including working with Government and Bank staff on reporting, logistics, and deliverables management.
Employs appropriate methodologies for handling simple and complex procurement tasks and/or issue.
Participates in developing and implementing practice strategy and assists in country-specific policy work
Participates in missions in area of specialization; provides technical inputs and guidance to counterparts on appropriate scope, technology, costs, etc.; prepares terms of reference for project- or sector-related work.
Works independently, seeking guidance on complex projects/issues from senior specialists.
Performs regular reviews of financial/fiduciary, technical, safeguards, budgetary issues, and prepare relevant reports and updates on implementation progress as part of Bank teams.
Makes regular and as needed field visits to address issues, consult stakeholders and review project and activity implementation.
Provides guidance and hands-on support to implementing agencies and management units, assisting them in monitoring project progress, procurement processing, preparing and maintaining essential documentation for these processes. Identify potential problems and advise on required actions.
Provides continuous feedback to the CMU on urban and local government issues and report on progress to relevant partners within Government and among Development Partners.
Participates in the review of technical documents throughout the various stages of procurement of project financed services, goods, and works; and manage and monitor disbursement and safeguard implementation
Works closely with other GPs and the CMU on issues of mutual interest, such as decentralization, and to provide support on projects and initiatives led by other GPs and the CMU (such as SCDs, CPS).
Leads missions and supervises major projects in the practice as a technical expert; interacts with clients at the policy level, organizes and manages policy development and evaluation papers in collaboration with practice agencies and donors.
Generates ‘think pieces’ and ‘best practice’ papers; handles complex technical, institutional and program implementation issues in the practices; leads the development of proposals; leads the interface with member governments and agencies in resolving implementation issues.
Plays key role in implementation of practice strategy; advises borrowers and colleagues on technical matters, supervises the work of consultants and technical specialists to ensure consistency and conformity to Bank standards; evaluates studies and practice-related project documentation.
Employs appropriate methodologies for handling simple and complex procurement tasks and/or issues.
Contributes to practice policy; makes recommendations on strategies and policy options for member governments.
Produces major/complex reports.
Works independently under general direction of unit manager, and guides and mentors more junior staff.
Leads and supports the preparation and implementation of urban and local service delivery lending and analytic operations and programs.
Leads and participates in dialogue with relevant national and local government agencies, international agencies, non-governmental organizations and their project support teams.
Contributes to business development efforts in urban and local governance jointly with the PM and Lead Technical Specialist (LTS), in full coordination with the CMU.
Coordinates day-to-day Bank activities on urban and associated issues, including infrastructure, institutional development, monitoring and evaluation, capacity building and analytical and advisory assistance.
Performs regular reviews of financial/fiduciary, technical, safeguards, budgetary issues, and prepare relevant reports and updates on implementation progress.
Selection Criteria

Master’s degree in urban planning/development, engineering, economics/finance or related field with 8 years’ experience, or equivalent combination of education and experience.
Past experience and solid track record in World Bank lending operations in urban and local government issues.
Past experience and solid track record in leading complex policy dialogue and operational engagement in urban and local government issues.
Strong track record in leading and contributing to analytical products in urban and local government issues.
Written and spoken fluency in English is a must.
Previous experience in donor and trust fund coordination initiatives is desirable

Note: The selected candidate will be offered a one-year appointment, renewable for an additional one year, at the discretion of the World Bank Group, and subject to a lifetime maximum ET Appointment of two years.
